SUMMARY:ANC3C Planning\, Zoning\, Housing and Economic Development Committee - November Meeting
DESCRIPTION:ANC3C Planning\, Zoning\, Housing & Economic Development Committee\nNovember 3 @ 6:30 pm – 7:30 pm\nThe meeting for the Planning\, Zoning\, Housing & Economic Development (PZHED) Committee for ANC3C will be held on Monday\, November 3 beginning at 6:30pm online.  \nAll are welcome to hear the issues presented below. No decisions are made at this meeting. Please visit anc3c.org for updates prior to the meeting. The community is welcome to send agenda items to the PZHED co-chairs at 3C03@anc.dc.gov (Janell Pagats)\, 3C02@anc.dc.gov (Adam Prinzo)\, and 3C06@anc.dc.gov (Jay Bose).  \nPlease click here to learn about our committees.\nPZHED Draft Agenda – \n\nWhat is up for discussion? \nThe DC Office of Planning is asking the Zoning Commission to change the zoning rules for Connecticut Ave. These changes would permit buildings up to 75 feet tall (plus a 15-foot penthouse) in the Cleveland Park business district and on the east side of Connecticut in Woodley Park\, and 90 feet (plus penthouse) on the west side in Woodley Park. Specific projects would need HPRB approval. The changes would allow for more residential development in these areas.  \nThese proposed changes build on years of planning work (all available on ANC3C website)\, including the Connecticut Avenue Development Guidelines\, and will shape how our commercial corridors evolve in the years ahead. As part of this process\, ANC3C will review the proposal\, hear public input\, and prepare a letter to the Zoning Commission. \nIn addition to the height changes\, the zoning being proposed by the Office of Planning: \n\nResponds to an increase in allowable density for these areas passed by the D.C. Council in 2021 when they amended the District’s Comprehensive Plan;\nFlows directly from the 2022-2023 planning process that produced the Connecticut Avenue Development Guidelines which were created by the Office of Planning and Historic Preservation Office;\nApplying ‘Inclusionary Zoning Plus’ which requires an increased set-aside of permanently affordable homes depending upon the amount of increased density used\, raising the set-aside requirement from 8%-10% of the total homes to up to 20%;\nEmbeds form-based requirements such as setbacks on upper floors facing residential areas\, street-fronting retail with large windows\, and frequent entryways along the Avenue;\nRemoves the 25% lineal street frontage cap for eating and drinking establishments.\n\nLearn more and provide comments! \nOpen House / Drop-in Session with Office of Planning and ANC3C –  \n\nDate/Time: November 1\, 2025 10:30am – 1:30pm \nLocation: Cleveland Park Library\, Lower Level Meeting Room\n\nANC3C November Planning\, Zoning\, Housing\, and Economic Development (PZHED) Committee Public Meeting –  \n\n\n\nDate/Time: November 3\, 2025 6:30 pm \nLocation: Zoom Meeting\, Online\, Washington\, DC 20008\n\n\n\n\nRegistration Link: https://dc-gov.zoom.us/meeting/register/Dd69anWVRSSyXlLVEcsANA\n\nPROVIDE FEEDBACK to ANC3C by November 3rd –  \n\nPlease plan to attend meetings and comment or send comments to ANC3C at 3c@anc.dc.org AND/OR \n\n\nProvide feedback on the proposed zoning changes in Woodley Park and Cleveland Park using this form – https://forms.gle/BUvSyDnCYB5eid7p6\n\nZoning Commission Virtual Public Hearing (25-09)  \n\n\n\nDate/Time: December 1\, 2025 4:00 pm \nLocation: Zoom Meeting\, Online\, Washington\, DC \n\n\n\n\nVia WebEx: https://dcoz.dc.gov/ZC25-09 (to participate & watch)\n\n\nVia Telephone: 1-650-479-3208 Access code: 2313 031 3093 (audio\n\n\nparticipation & listen)\n\n\nVia YouTube: https://www.youtube.com/c/DCOfficeofZoning (to watch)\n\n\nInstructions: https://dcoz.dc.gov/release/virtual-public-hearings\n\n\nWitness Sign Up: https://dcoz.dc.gov/service/sign-testify\n\nImportant Information\, Records\, Documents \n\nZoning Commission Record/Files: Case 25-09. \nOffice of Planning Presentation to ANC3C\nApproved Connecticut Avenue Development Guidelines \nWoodley Park and Cleveland Park Public Life Study\nConnecticut Avenue Development Guidelines: Infrastructure Assessment\n\n \nAll Other Business \n\nPlease send comments\, questions\, concerns on these matters to 3c@anc.dc.gov (ALL Commissioners). *NOTE: NEW EMAIL ADDRESS* \nThe following Zoom link is a registration link for ANC3C’s PZHED Committee Meeting.
