The December public meeting for the Public Safety Committee (PSX) for ANC3C will be held on December 9, beginning at 7:00pm online. All are welcome to hear the issues presented below. No decisions are made at this meeting. Please visit anc3c.org for updates prior to the meeting. The community is welcome to send agenda items to the co-chairs at 3C02@anc.dc.gov (Adam J. Draft Agenda –

  • Metropolitan Police Department Second District Update (MPD)
  • Office of the Attorney General for the District of Columbia (OAG) – Presentation and Q&A on OAG legislation, the SAFE Act, that’s written to address safety and security issues at rental properties here in the District. The bill will have a hearing at the DC Council on December 10, with a December 6 deadline for those wishing to participate in-person/over Zoom to sign up.  
    • The SAFE Act takes a comprehensive approach to security at apartment buildings, offering a combination of approaches to security concerns.  Specifically, the SAFE Act would:
      • Amend the Property Maintenance Code to require rental properties of at least 5 units to:
        • Maintain self-closing and self-locking exterior doors and
        • Meet certain minimum standards for exterior lighting
    • Require that when there are signs of a broader security problem at a property, the Department of Buildings conduct a security assessment to determine the property’s security needs; and
    • Expand the scope of the District’s Drug-, Firearm-, and Prostitution-Related Nuisance Act to include properties where crimes of violence or dangerous crimes involving a firearm occur.

OAGs hope is that by combining preventative measures, an early District response to properties experiencing problems, and an improved Nuisance Act, we can equip the District with the tools it needs to address the security needs of tenants in the District.
